Yay! Also, I know your short girl issues well -- I tend to wear skirts almost always because a) pants fit me weirdly, b) I don't have to worry about the hemming, because I always (like you) have to get pants hemmed, and c) no worries about changing shoes and having the hem problem! So if you're not opposed to skirts, you could try that (I've gotten some business casual skirts that I wear all the time to work at Target for not expensive at all, fyi). Also, get some good safety pins, and just pin up the pants when you're wearing comfy shoes so they don't drag.
But I do recommend the changing shoes thing, because it will make your good shoes last longer AND will make you more comfy during the day at work.
